Need-to-know LTA Regulations for Limo Drivers in Singapore


The Land Transportation Authority (LTA) has proposed a set of regulations for the drivers of limo businesses. Such professional chauffeurs need to satisfy certain criteria to driver for such private hire companies. First, the driver needs to get the Private Hire Car Driver’s Vocational Licence (PDVL), which is a must-have license for a chauffeur to drive for limousine companies as full-time employees.

The driver is eligible to apply for a PDVL only if he:

  • has a valid Class 3/3A/3C/3CA driving license of Singapore for at least a continuous period of two years while applying;
  • can speak and read simple English; and
  • has to be employed with a Chauffeured Services Company if the driver is a Singapore Permanent Resident.

While applying for the PDVL, the driver should have to produce certain documents. If the applicant is a Singaporean, he/she has to submit NRIC, Driving License, Passport Size Photo, and Education Certificate. If the driver is a permanent resident of Singapore, he/she should have NRIC, Driving License, Passport Size Photo, Education Certificate, Employment Letter (as “Chauffeured Services Driver”), and Employer’s ACRA Business Registration Letter.

To apply online, go to LicenceOne website and type the PDVL in the keyword search option. The applicant will get the search result as “Taxi Driver’s Vocational Licence (TDVL) / Private Hire Car Driver’s Vocational Licence (PDVL)”. He/she has to click on it to proceed further. Follow instructions, provide appropriate and precise information, and upload all the required documents in the prescribed format and size. While submitting the application, the applicant has to pay S$40 as an application fee, which is non-refundable and can be paid through PayPal/Credit Card/Debit Card.

Then, the driver will be insisted to take a medical test and upload the medical report. Once the application is approved, the driver will have to take a relevant training course. However, LTA has exempted the drivers employed by traditional limousine companies from taking this course if the companies’ training programs meet the requirements of LTA. While employing drivers for full time, the limousine company have to apply to LTA for assessment of their in-house training (by sending email to, which must comply with the relevant rules and regulations for the provision of such services. Even if they got approval to conduct in-house training, they have to submit applications for a PDVL on behalf of their drivers.

If the driver satisfies the eligibility criteria and takes medical test and training program, the driver will be offered with PDVL that will allow them to practice as a professional chauffeur with any LTA-approved limousine companies in Singapore.
